RIHOIR® AND THE 7TH RESEARCH & DEVELOPMENT FRAMEWORK PROGRAMME
 
RIHOIR® means to participate in the European Union’s 7th Framework Programme in order to get a grant and develop the current configuration of the proposal, keeping up its basic structure and the following core-elements
 
Ø        fundamental scientific questions:
1.       what is the risk in medicine and healthcare? How is it possible to acknowledge it? How can we fight it effectively?
2.       can the opinion of an external subject as the insurance market is, having a natural conflict of interest with subject to be assessed – even in spite of all the limits connected to the nowadays distortions - represent a measure of objective appraisal about the risk level of a given healthcare organisation? How does that opinion deal with the issue of defining a merit-rating/ranking in terms of quality performances - which stands as a major public interest of the market (consumers and competitors of the National Healthcare System) - within a range that runs from bad-quality healthcare facilities to good-quality ones? What’s the contribute of such an external approach in terms of added value and what kind of synergies can be issued when integrated into the current systems of internal self-assessment - specially the clinic ones – base on adverse events, in that process we call “learning from error”?
3.       can such market-rating be decisively connected to the spiny issue of allowing an in-depth appraisal/measurement/detection of the different behaviour of companies, operating units and persons, still hardly faced and worked out by the Evaluation Units and the supervisory bodies?How does this these rating and metrics meet comparative analysis needs and which assets can be brought by these rating and metrics to the market hopes of enjoying standardized results - as well as an inter-organisational and cross-national benchmarking in healthcare?
4.       can, above all, such market-rating act as a competitive lever within and between the structures and foster a verifiable improvement of the healthcare organisations?
 
Ø        objective: determining an individual risk-rating of the healthcare facilities, fitted to synthesize the profile of the organisation’s performance ability towards the sanitary system/market according to an external and independent point of view, that’s to say placing oneself ideally in a perfectly competitive and efficient insurance market, featured by suitability between premium and risk of the insured subject and, at the same time, by the safeguard of the principle of mutual assistance amongthe riskingindividualactors throughout the insured community;
 
Ø        means: the processing of facts of particular information relevance and reliability, as the accidents and the insurance conditions of the insured companies are, along with other data (as performance and organization figures) so as to weigh specifically the risks degree of a given organisation on the base of the working load (volumes and complexity of production).
 

RIHOIR® is looking for national and international partners interested, scientifically or professionally, in the above issue and yearnings to join to the initiative in order to contribute to its good outcome, in the following pertaining scientific or professional areas:

-          critical risk-level specialties(e.g.: Orthopedics/traumatology; First-aid /Emergency and Urgency Healthcare Departments, General Surgery, Obstetrics and Gynecology, General Medicine, Oncology, Pediatrics, etc.).
·          Law (medical liability and malpractice field);
·          Risk transfer and insurance Brokers; risk consulting; insurance companies;
·          Associations for consumers protection.
